EU's von der Leyen seeks centrist allies after far-right election gains

BRUSSELS (June 10): European Commission chief Ursula von der Leyen began trying to piece together a coalition on Monday after the far right surged in a European Parliament election, spurring French President Emmanuel Macron to call a snap national vote.

A rightward shift inside the European Parliament may make it tougher to pass new legislation to respond to security challenges, the impact of climate change or industrial competition from China and the US.

Von der Leyen, the German president of the European Union's (EU) powerful executive body, emerged strengthened from the four-day election across 27 countries that concluded on Sunday, as her centre-right European People's Party (EPP) gained seats.

But to secure a second five-year term, von der Leyen needs the support of a majority of the EU's national leaders and a working majority in the European Parliament.

Provisional results on Monday gave the main parties that backed von der Leyen last time — the EPP, socialists and liberals — a total of 402 seats in the 720-member chamber.

But that is widely regarded in Brussels as too tight a majority for comfort. So von der Leyen may also reach out to the Greens, who suffered heavy losses, and Italy's nationalist Prime Minister Giorgia Meloni, with whom she has worked closely.

Late on Sunday night, von der Leyen said she would start by trying to rebuild the parliamentary bedrock of her last term.

"I have been working on building a broad majority of pro-European forces. And this is why, as of tomorrow [June 10], we will be reaching out to the big political families that we have formed the platform with," she told reporters in Brussels.

Von der Leyen indicated she would talk to others after those initial consultations, keeping her options open.

Keeping options open

She said she aims to work with those who are "pro-European, pro-Ukraine and pro-rule of law" — a description that she has made clear she thinks applies to Meloni's Brothers of Italy but not to some other far-right parties.

However, the socialists, liberals and Greens have all declared they will not work with the far right, making von der Leyen's coalition-building efforts extremely delicate.

Meloni also kept her options open on Monday, saying it was too early to decide on a second term for von der Leyen.

Nationalist, populist and EU-sceptical parties are on course to win about a quarter of seats in the EU assembly.

Political analysts attribute the overall shift to the right to rising costs of living, concerns about migration and the cost of the green transition as well as the war in Ukraine — worries that nationalist and populist parties have seized upon.

However, exactly how much clout these parties will wield will depend on their ability to overcome differences. They are currently split between two political families, and some parties and lawmakers for now stand outside these groupings.

The provisional results showed the EPP winning 185 seats, with socialists on 137 and liberals on 80.

Macron, Scholz bruised

The repercussions of the vote were felt far beyond Brussels.

In France, the far-right National Rally of Marine Le Pen won more than 31% of the vote, trouncing Macron's centrist Renaissance party — which scored just 14.6% — and prompting him to call a snap national parliamentary election.

In Germany, the far-right Alternative for Germany took second place with 15.9% of the vote — ahead of Chancellor Olaf Scholz's Social Democrats, who garnered 13.9% in their worst-ever result.

Meloni, by contrast, was boosted as her party came first in Italy with more than 28% of the vote.

In Poland, Prime Minister Donald Tusk's centrist Civic Coalition, a member of the EPP, came first. In Spain as well, the centre-right People's Party, also part of the EPP, came out on top, outperforming Socialist Prime Minister Pedro Sanchez.

The European Parliament co-decides with the EU's national governments on laws proposed by the European Commission to govern the bloc of 450 million people.

Scholz heading for another election rout in Eastern Germany

(June 11): Chancellor Olaf Scholz’s ruling coalition looks to be on course for another drubbing in September when elections are held in three eastern regions where the far-right Alternative for Germany (AfD) is the strongest party.

As well as slumping to their worst-ever result in a national vote on 13.9%, Scholz’s Social Democrats were hammered in the former communist east in Sunday’s European Parliament election. Voters in Saxony and Thuringia go to the polls on Sept 1, before Brandenburg — the region that surrounds the capital Berlin — holds its election three weeks later.

In Saxony, the SPD managed only 6.9%, in Thuringia 8.2% and in Brandenburg 13.1%, according to preliminary results from the European union (EU) vote.

The AfD, which finished second overall behind the conservative CDU/CSU alliance, was the strongest party in all five eastern regions, scoring above 30% in Saxony and Thuringia. In those two states, the three ruling parties in the government in Berlin — the SPD, the Greens and the FDP — barely managed 15% between them.

Their woeful performance further weakens the government and prompted calls from opposition lawmakers for the next national election, due in the fall of 2025, to be held now.

Scholz dodged a question about the possibility of a fresh election at a news conference on Monday in Berlin after talks with Chilean President Gabriel Boric.

“Nobody would be well-advised to simply go back to their daily work,” Scholz told reporters, reiterating a call for people to reject far-right forces in Germany and Europe.

“At the same time it’s also about us doing our work, making sure that our country becomes more modern and advances,” he said, adding that the focus should be on winning back the trust of voters.

Scholz and his allies in government have little choice now but to go into survival mode and focus on sealing an agreement on next year’s budget, which they are aiming to sign off in cabinet on July 3.

The negotiations have been another source of tension in the coalition after Finance Minister Christian Lindner insisted all of his cabinet colleagues except Defence Minister Boris Pistorius must make do with less cash.

Senior CDU lawmakers questioned whether Scholz retains the authority to lead the country and CDU General Secretary Carsten Linnemann said he should submit to a confidence vote in the lower house of parliament.

“He could also win it and then bring about a change of course,” Linnemann said Monday in an interview with public broadcaster ZDF. “But it would simply be a matter of honesty — you can”t rule this country with 14%.”

Markus Soeder of the CSU, the premier of Bavaria, said Germany should follow France in bringing forward the next election.

“This government is basically finished,” Soeder said in an interview with broadcaster ntv. “Our country needs a fresh start.”

At a news conference on Monday, Lindner dismissed the idea of a confidence vote, saying that as long as the three parties respect their coalition agreement there is no need to question the government’s effectiveness. Steffen Hebestreit, Scholz’s chief spokesman, said at Monday’s regular news conference that there are no plans for a new election.

“There is no reason to believe that the coalition will fall apart,” SPD General Secretary Kevin Kuehnert said in an interview with Welt TV. “We still have one year left and must work our way out of the trough we are undoubtedly in at the moment.”

Although the AfD’s leaders expressed delight with Sunday’s performance, when the party increased its share of the vote by nearly five percentage points to 15.9%, they are still no closer to getting into regional government in any federal state.

Between them, Germany’s other parties have erected a so-called “firewall” to sideline the AfD. That appeared to be functioning in Thuringia on Sunday, where AfD candidates failed to win any of the run-off votes for district administrator.

Nationwide support for the AfD peaked as high as 23% at the end of last year, though it was dented in recent weeks due to a series of controversies, including allegations of spying for China and receiving cash from a pro-Russia media outlet.

Tanja Goenner, managing director of Germany’s BDI industry lobby, said the gains made by right-wing populist lawmakers in the EU vote is a worrying sign.

“This means that the proportion of those who, like us, want to shape and strengthen Europe is dwindling,” Goenner said Monday in an emailed statement. “Anti-European parties jeopardize social cohesion and our prosperity.”

Belarus says it is joining nuclear exercises with Russia

MOSCOW (June 10): Belarus said on Monday its army was taking part in the second stage of Russian exercises ordered by President Vladimir Putin to practise the deployment of tactical nuclear weapons.

The first phase of the drills took place in southern Russia last month, in what nuclear analysts said was a warning signal by Putin to deter the West from wading more deeply into the war in Ukraine.

Belarusian Defence Minister Lieutenant General Viktor Khrenin said the exercises were a proactive measure to "increase our readiness to use so-called retaliatory weapons".

"Now, more than ever before, we are determined to respond to any threats posed to both our country and the Union State" between Russia and Belarus, he said.

He did not say where the exercises were taking place or what types of weapons were involved. Belarus shares borders with three NATO countries — Poland, Lithuania and Latvia.

"We have no goal of creating any tension in regional security issues. We do not project relevant military threats on third countries or anyone else," Khrenin added.

"We are a peaceful state, we do not threaten or seek confrontation with anyone, but we will keep our powder dry!"

Putin and Belarusian leader Alexander Lukashenko announced last year that Russia was moving some of its tactical nuclear weapons to Belarus. These are warheads designed for use on the battlefield, as opposed to long-range strategic weapons intended to wipe out entire enemy cities.

Some Western analysts believe tactical nuclear weapons have acquired greater importance in Moscow's thinking since the start of the war in Ukraine, where its conventional forces struggled in the first two years.

In theory the use of such a weapon could deliver a stunning shock to the West without necessarily prompting a full-blown nuclear war, though the risk of triggering a cycle of escalation would be huge. Since day one of the war, Putin has repeatedly warned the West about the size and power of Russia's nuclear arsenal.

There was no immediate information from Russia about the exercises with Belarus, although Moscow had announced earlier that they would take place.

The first phase last month took place in the Akhtubinsk region of southern Russia, according to geolocation confirmed by Reuters, and involved Iskander and Kinzhal missiles.

Russia's foreign ministry said last month it hoped the exercises would "cool the hot heads in Western capitals" after French President Emmanuel Macron floated the possibility of sending European troops to fight Moscow in Ukraine, and British Foreign Secretary David Cameron said Kyiv had the right to use weapons provided by London to strike targets inside Russia.

Inderdaad om iets te veranderen heb je een meerderheid nodig.
Nu is het hopeloos .

Goede keus nieuwe verkiezingen hopeloos of net iets beter er uit komen slechter kan bijna niet zal die wel denken.
Het is weer overal dezelfde ellende.

In tijden van onrust denken ze altijd dat een ander het beter kan en het wel oplost.
Als het zo makkelijk was dan was het allang opgelost.

Het is wel op te lossen die ellende in de Franse steden maar dan moet er een strak plan komen.
Beter een slecht plan dan geen plan.
Nu is het geen plan geen visie gewoon aanmodderen en een politiek die jaren gewerkt heeft maar eens komt er een eind aan.

Ze noemen het struisvogelpolitiek.

EU to impose multi-billion-euro tariffs on Chinese EVs, FT reports

(June 12): The European Commission will notify car makers on Wednesday that it will provisionally apply additional duties of up to 25% on imported Chinese electric vehicles from next month, the Financial Times reported, citing people familiar with the matter.

The EU is expected to disclose the tariffs due to what it says are excessive subsidies, FT added.

The EU and China's Ministry of Foreign Affairs did not immediately respond to a Reuters request for comment.

Less than a month after Washington quadrupled duties for Chinese EVs to 100%, Brussels is expected to set almost certainly far lower tariffs for imports from Chinese makers such as BYD and Geely as well as western producers such as Tesla that export cars from China to Europe.

BYD, Geely, SAIC and Tesla did not immediately respond to Reuters queries on the report.

The move comes as European automakers are being challenged by an influx of lower-cost EVs from Chinese rivals.

China has rebuked the EU over the anti-subsidy investigation, urged cooperation and lobbied individual EU countries, but not fully spelt out what its response to tariffs would be.

Eight EU countries call for restricting Russian diplomats’ movement

PRAGUE (June 13): Eight European Union (EU) foreign ministers have called on the EU to ban Russian diplomats from moving freely around the bloc and restrict them to countries where they are accredited, in a letter to EU’s foreign policy chief Josep Borrell.

“Free movement of holders of Russian diplomatic and service passports, accredited in one host state, across the whole Schengen area, is easing malign activities,” according to the letter, dated June 11, seen by Reuters.

The ministers said that intelligence, propaganda “or even preparation of sabotage acts, are the main workload for a large number of Russian ‘diplomats’ in the EU”, and while expulsions were important, the threat remained.

“We believe the EU should strictly follow the reciprocity principle and restrict the movement of members of Russian diplomatic missions and their family members to territory of a state of their accreditation only,” they said.

“This measure will significantly narrow operational space for Russian agents,” added the letter, which was signed by ministers from the Czech Republic, Denmark, Estonia, Latvia, Lithuania, the Netherlands, Poland and Romania.

Zijn er niet meer partijen wereldwijd waar de competenties van de ministrabelen eerder zwak te noemen zijn ?
We kunnen beginnen met alle partijen eventjes te screenen , en ik vrees dat we uiteindelijk moeten besluiten dat we moeten hopen op intelligente administraties of kabinet-medewerkers !
